Casper "Cap" Gardner was Owensboro's mayor from 1954 to 1958. In 2007, an award was initiated in his honor to recognize city employees for outstanding service to the community. And for each of these past six years, Ms. Gayle Gardner--Mayor Gardner's widow--has presented the award.

Yesterday, WBKR received this press release from the Owensboro Police Department:

On December 4th, 2012 during the Owensboro Board of Commissioners meeting,
the City of Owensboro annual Cap Gardner award was presented to Sergeant
Jeff Roby of the Owensboro Police Department.

Casper “Cap” Gardner was the Mayor of Owensboro from 1954 to 1958. The
annual award named in his honor began in 2007 to recognize outstanding
service by a city employee. Ms. Gayle Gardner, widow of the former Mayor,
presented the award.

Sergeant Jeff Roby, a 14 year veteran with the Owensboro Police Department, is
the supervisor for the Street Crimes Unit. His nomination was a result of his
commitment to narcotics enforcement and his collaborative efforts with
community leaders to significantly reduce the impact of “K-2” among the youth
of our community. “K-2” is a synthetic drug designed to mimic the effects of
marijuana.
