Notice the term is "service standards" so it's not quite exact. In Kentucky, it appears three days is the standard, unless you live in the eastern part of the state where it could take up to nine days to receive a letter. I always wondered why when I mailed something from Hartford, it would sometimes go through Evansville to get to Owensboro. That's another blog.
