What is this growing in my yard?!?!

I come to you, asking for help with my yard...again!! Y'all were so helpful about getting rid of that stinky, pesky vine! (thank you!) Now... it looks like a root beer float is growing by my roses!!!

I've seen this before, but I just sprayed it with the water hose, haha! It looks like it has a real foamy texture...ick! I have no clue what it is, but...I'm guessing someone does. Thanks for any info you may have!
