While Kentucky has made some strides in improving animal welfare, recent findings show we still have a long road ahead. According to a new study by SmileHub, Kentucky continues to lag in critical areas, particularly in legal protections and enforcement.

I reported in 2020 that a law was finally signed allowing veterinarians to make good-faith reports of suspected animal cruelty. Kentucky was the last state to enact this bill, which followed a decade-long effort by the Kentucky Veterinary Medical Association to amend the state's laws. I was happy that progress was finally being made!

Kentucky House Bill 258 Cracks Down on Animal Abuse

In a major step forward for animal welfare, Kentucky lawmakers passed House Bill 258, known as “Ethan’s Law”. The law, which was passed one year ago, makes the torture of dogs and cats a felony offense. Named after a rescued dog who survived severe abuse, the law imposes stricter penalties on those who inflict extreme pain or suffering on animals. Where are we one year later?
